I think you guys are mistaking the intent here. OP is asking if women also wiggle the literal fuel hose at a gas station. Like guys definitely do it because we understand residual drips. So they’re asking if women do it too, since they don’t have similar equipment by nature. Or OP has a pee fetish.
From the valve to the tip of the nozzle still holds gas that hasn’t let go yet. Just like when you pour water from a cup, there’s still water left gripping the cup that can condense into larger droplets and drip out as soon as you put it back in your pants, unless you shake it a few times first.

The funny thing is that the pump handle is the shutoff valve, so you’ll never get any extra gas from the hose.
You forget about the nozzle.
Rotate the nozzle 180° so the angle is steeper, then wiggle
