Blue ridge mall has been gone for a long time… like over 20 years, replaced with a Lowe’s and Walmart. Mercalfe south has been completely demolished, Independence center is dead, there are very few stores left in there. All that is left is oak park mall, and it’s so crowded during heat / cold that it’s hard to go there.

TARP was enacted October of 2008, the year Obama was elected to office. Obama was not sworn in until 2009. The Dodd frank act in 2009 lowered the amount that TARP could push out.
